Scott enjoys challenges and opportunities to critically consider new pathways through a collaborative process that respects and values a multi-disciplinary approach to problem solving.

Scott led the transition of several new technologies including the deployment of a new ticketing and enforcement system to a new vendor and successfully transferring 30 years of data to a new platform.The system includes virtual permits, adjudication, integration with mobile payments, kiosks, booting and towing performed internally, with red light and speed camera violations enforcement along with scheduling of hearings and appeals and collections.  Creating a new internal collection department to manage vendor outcomes saved millions of dollars. He also implemented a bike patrol unit.

His results-oriented management style received accolades and awards from several National & International organizations.

Transparency of contracts and financial matters were enhanced. A highly successful mobile payment system was implemented along with user-friendly kiosks.

His legal career includes contract review, business entity formations, negotiations, commercial litigation, bank representation, commercial and residential transactions and strategic business planning.

Scott has a history of ethical leadership and was selected as the Chairman of the PA House Ethics Committee & Vice Chairman of the Appropriations Committee. In the legislature he received seven (7) awards as Legislator of the Year from various groups resulting from his effective advocacy.
